Editorial The Rise and Fall of the Black Community Why black bourgeoisie wealth does not benefit their community ?

In the 1990s Mandela ' s government had thought that it was necessary to create a black bourgeoisie which would be able to carry out its project for the development of an egalitarian of South African society , and to lift millions of South Africans out of poverty , in which the apartheid system had plunged the country ' s black community . At the same time in the United States , from the 1960s , progressive governments like that of Kennedy believed that blacks should be given access to opportunities . Even if the Civil right act of 1964 , which prohibits discrimination based on race , color , religion , sex or national origin was signed under the administration of Lyndon B .

Johnson , who will replace Kennedy after the macabre events of November 22 , 1963 , it is important to note that in South Africa as in the United States , the idea has always been to open the floodgates of social progress to communities disadvantaged by the dominant system . At the dawn of independence in the 1960s in Africa , we also logically witnessed an Africanization of executives , whose ultimate mission , as in other cases , was precisely to pull up communities that had been dehumanized , by colonialism and the so-called indigenous codes which had nothing to envy to the black code of slavery in the Americas , or to the Jim Crow Law of the United States .
