followed by fiscal tampering and the transfer of wealth elsewhere , can only build endemic underdevelopment , and worse in the schemes where the state o ers mostly only administrative jobs which are often far from creating wealth but are highly budget-intensive , we arrive at a real sclerosis of the system which generally leads to Bankrupt States , worse when we add to this the endemic corruption where the administrative oligarchy shamelessly plunders the State and plunges the people into an odious famine .
Ultimately , knowledge remains the greatest wealth and it will be important in the future that the luster of the diploma in the Third World be replaced by the essence of knowledge , which alone will be able to emerge from the obscurantism of the millions of individuals who continue to live in insidious poverty . More than ever , the 21st century is the one of technological mastery , whoever masters it best will dominate the world . The technological revolution is not a figment of the imagination , but rather a palpable reality in every sense of the word .
